The European Union will not be able to ban non-community states from buying oil from Russia but hopes that to find new customers, Moscow will have to sell it at a discount, EU Foreign Service chief Josep Borrell said on Tuesday upon arrival at the EU summit.
He said the EU could not prevent Russia from selling its oil to someone else, adding that the EU is Russia's most important client.
According to him, Russia will have to look for new clients and, of course, lower prices.
